From: Mike Wacker, Media Relations, Jefferson Declaration Committee, Butte County.

Summary: Supporters of the State of Jefferson will be having an open house in Chico on Saturday.  The organizers will answer questions and give people an opportunity to sign a petition supporting a new separate northern state.

The purpose of the movement is to legally form a new State of Jefferson as allowed for by the U.S. Constitution.  The statehood idea has been on the political back burner since 1941 when the movement was ended with the attack on Pearl Harbor.  In 1992 Butte joined other Northern California counties in an overwhelming vote to separate. That proposal was passed by the Assembly but was killed by the Senate leadership. Now, due to the out of control, wasteful and unresponsive actions of the California state government, supporters have been compelled to take a new look at this old idea.  Even though they have heard that separating a new state will be difficult, they are unswayed and say things will only get worse. They want a new reduced state government that reflects the U.S. Constitution and is closer to the people.

The open house will be this Saturday, October 26th at the Butte Co. Library in Chico at 1108 Sherman Ave. 

The public is invited to show up any time between 5:30 and 8 PM.

WEATHER DISCUSSION

The high pressure ridge that has been sitting over the West for the last week or so is finally beginning to break down. An area of low pressure in the Eastern Pacific is meandering around the California coastline. Despite it's close distance, our weather into the next several days will see little impacts.

Afternoon highs are gradually going to cool into the next few days, but will still remain above normal. Come Monday, an upper level disturbance will drop south into the Pacific Northwest. This will bring in a very cold air mass and high temperatures will significantly drop, to about 15-20 degrees lower than what is currently in place.

Little will come in the way of wet weather with this system. Snow levels will drop to 4,000'-5,000' and if any showers do move into our region, although most will remain to the East, this will be in the Klamath Basin and will most likely be in the form of snow. The cool temperatures will remain in place through much of the week.

Smoky Skies Over Rogue Valley

MEDFORD, Ore. — It might not compare to what we saw in August, but Thursday’s smoke was enough to make joggers cut their route short and limit visibility throughout the Rogue Valley.

Prescribed burns took place Thursday in both Josephine and Jackson counties on land protected by the Bureau of Land Management and U.S. Forest Service. The largest project is located outside of Prospect and totals about 500 acres. In downtown Medford, some said they noticed the haze but didn’t think it could be smoke because fire season is in the rear-view mirror.

“I noticed it a little bit but I guess I didn’t put two and two together, I guess I forgot about fire season in October,” said Rogue Community College student Caitlin Lawson.

Prescribed burns aim at eliminating brush and other grounds fuels that feed wildfires. There is a tight window when the burns can be done because they depend on several factors, ranging from wind conditions to moisture of fuels.

Parents of the Phoenix based team are considering their options after the league said their kids would be on the sidelines looking on as the league heads to playoffs. Parents met Thursday night at the Phoenix High School football field to consider their options.

Parents of the Phoenix team members said the didn’t have all the information they needed when they disagreed with a league decision ending their team’s season. Amateur Athlete: Daniel Breaux

ASHLAND, Ore. – There is a certain set of stereotypes in the game of football; violence, toughness and intensity. Daniel Breaux is not your stereotypical football player.

“That’s why I draw smiley faces on my wrist tape,” said Breaux. “Just to remind myself that what I’m doing is fun and I have an opportunity to do it.”

Smiley faces are not what you’d expect from a 6’3″, 240-pound defensive end.

“Don’t mistake his kindness for weakness because it’s not,” said defensive coordinator Berk Brown. “He gets in between the lines and he’ll get after you.”

That’s when he’s on the field, but it’s a different story off the field.

“Off the field he’s a comedian,” said head coach Craig Howard. “He could be a standup comic.”

“He’s such a goofball off the field,” said Brown.

Daniel the goofball made his presence known right away at SOU, on his recruiting trip. After finising a speech to recruits about the university, Athletic Director Matt Sayre asked if anyone had any questions.

“Daniel’s hand goes up of course. I said, ‘yeah?’ He said, ‘What do you put in your hair?’ That’s what he asks me,” said Sayre. “What do you put in your hair? I go, ‘Sign this kid. Wherever you’re at, sign this kid.’ That was the first time I ever met Daniel.”

Little did they know they were signing more than just a great athlete. Daniel volunteers in a number of university organizations. He was elected Senator of Athletics in SOU’s student government, and he volunteers at the Southern Oregon Humane Society.

“It’s one of my favorite things to do because I get to be with problem dogs that wouldn’t normally get to be considered adoptable,” said Breaux. “I get to work with them. I get to train them.”

It’s just one of the many things Breaux does that he doesn’t get credit for. It doesn’t show up in a box score. It’s just a mutual therapy for him and the animal.
“I get to make them like people again,” said Breaux.

There may not be a better ambassador. Everyone likes Daniel Breaux.

“I think Coach uses the word ‘love’ more than any football coach I’ve ever heard, and I think Daniel’d be right there with him,” said Sayre.

“There’s just certain peope, they’ve got an inherent ability to be leaders,” said Howard. “I saw that in him when I was recruiting him.”

“To me it really is making the most out of what I’m given, all the opportunities I’m given, really making sure I’m doing things that are going to improve myself so I can be the best version of myself that I can be when I come out of here,” said Breaux.

Senator Wyden Talks With High Schoolers

PHOENIX, Ore. — High school students in Phoenix and Ashland tackled some tough government issues on Thursday. Senator Ron Wyden visited two schools in his “Listening to the Future” tour.

Senator Wyden is explaining what’s been going on in Congress for the last three weeks to local high schoolers; everything from the government shutdown, medical marijuana legalization, to problems with the healthcare website.

When one student posed a question about the Affordable Care Act, Senator Wyden likened it to a farmer’s market. He says the new healthcare law allows Americans to lay their choices on the table and pick the one that’s right for them.

Senator Wyden says fixing the problems with the healthcare.gov website is a main priority for him. He says his focus is getting the exchange up and running, and answering the questions of the American public.

“I think what’s especially important is that the administration be very transparent, my understanding is they’re going to have frequent briefings for the press to describe actions that they have taken every few days, I think that’s the key step," said Senator Wyden.

He also said federal employees in Southern Oregon will have some of the same choices for healthcare as he does as a congressman, but those choices won’t be available until everyone has access to the website.

Senator Wyden's “Listening to the Future Tour” is aimed at government, civics, and leadership high school students, but some of the students NewsWatch12 spoke with from the debate team say they enjoyed the talk, but would’ve liked to ask more controversial questions.

Pierce and Co-Defendants Indicted

MEDFORD, Ore. – It took a grand jury just fifteen minutes to indict a jail nurse accused of selling heroin to an inmate. Behind closed doors, the jurors handed down an indictment on 45-year-old Camilla Pierce and the three other co-defendants involved in the case.

The seven-person grand jury met Thursday morning. The Jackson County Deputy District Attorney handling this case, Jeremy Markiewicz, could not say why the decision was so quick for the jurors.

Markiewicz says there was only one person who testified before the grand jury, Detective Tim Kennedy with the Medford Area Drug and Gang Enforcement Team. The Deputy D.A. could not tell us why Detective Kennedy was the only person to speak, but because the investigation is still on-going, much of the details will not be released till the case is officially closed.

Now that the official charges are set for Pierce and the three other people involved, the court can begin moving forward.

"Now, with the indictment return, the indictments will be filed with the court and the court will set an arraignment dates on those indictment for each of those co-defendant," explained Jackson County Deputy D.A. Jeremy Markiewicz.

The three other people indicted are Jade Powell, Corey Blakey, and Andrew Caucutt. The probable cause affidavit reveals Caucutt arranged for Pierce to meet Powell outside the jail to receive money and drugs. She gave the heroin to Caucutt and kept the 500 dollars. Caucutt is facing state charges along with his existing federal charges. The Jackson County Jail could not say what those charges were for. The information would have to be cleared through the U.S. Marshal’s Service.

Pierce is out of the Jackson County Jail. She was released Wednesday. NewsWatch 12 contacted Pierce and her family, but they did not want to comment on the case.

Semi-Truck Crash Ends in Arrest

NEAR GRANTS PASS, Ore. — An early morning semi rollover leads to an arrest of the truck driver and disrupts I-5 traffic. The driver was able to walk away from the crash. He was taken to Three Rivers Hospital, and from there transported to the Josephine County Jail.

The driver was cited for careless driving, failure to maintain a single lane of traffic, and insurance issues. Police also found out during the investigation that he had a nationwide fraud warrant out of California.

Oregon State Police says Parmjit Singh was not impaired when the accident happened. Singh’s semi-trailer drove off the ledge of an overpass near exit 58 on I-5 at 1 a.m. on Thursday.

O-DOT crews worked for seven hours cleaning up the mess. The truck was carrying thousands of boxes of frozen strawberries. Those strawberries were salvaged and moved to another semi-trailer.

Exits and roads were closed for part of the day. Police say this was a one vehicle crash, and the driver was very lucky.

"This crash again he had started on the freeway and flipped upside down and landed on a road about 30 feet under the freeway of the Scoville Underpass and an impact like that," said OSP Sgt. Jeff Allison. "Semi-trucks are big, but they are not super strong. This gentleman was extremely lucky."

Police say they plan on transporting the driver from Josephine County, back to the county in California where he had his arrest warrant issued.

There will be little change in the weather through Saturday with areas of fog at the coast in the overnight and mornings with patchy fog in the mornings for the Umpua Basin, Grants Pass area and Illinois Valley. Once the fog clears we’ll see sunshine which will help warm temperatures quickly in the afternoon.

A cold shot of air will arrive Monday with a drop in highs from Sunday to Monday of 10 to 15 degrees! We’ll stay cool through midweek and for the most part dry, though there is a slight chance for rain and snow showers on the east side Sunday evening into Monday. Snow levels will be quite low, potentially down to 4,000′ which means all areas on the east side could see a dusting. Though most of the precipitation looks like it will hit well to our east.

The competition will be fierce on the gridiron this Saturday but, this time, it won’t be football teams taking to the field.

Grants Pass High School is once again hosting the pride of the Northwest Marching Band Competition. Nine marching bands will be competing for honors in a variety of categories.

The contest includes local marching bands from Grants Pass, Central Point and Phoenix. Preliminary competition starts at 12:30 p.m. – finals begin at 5:30 p.m.

Admission is $14 for adults, $9 for students and seniors. Children four and under are free.

Hay Maze

You can also visit the "Haymazing" Hay Maze near the Jackson County Expo at Gate 1 on Peninger Road. The maze is open daily through October. Admission is $8 per person.

In Josephine County, visit Fort Vannoy on Lower River Road in Grants Pass to go through the corn maze and pumpkin patch. The maze is open every weekend in October. Admission is $6.

“Save the Fair” Pumpkin Auction

Pumpkin AuctionGRANTS PASS, Ore. — In an effort to save the Josephine County Fairgrounds, 4-H participants are auctioning off pumpkins. All the money raised from the auction will go directly to the fairgrounds.

Fort Vannoy Farms donated more than 100 pumpkins to the cause, then Josephine County 4-H participants, cut, carved, and painted each one.

The pumpkins will be auctioned off today from 3:30 p.m. to 7 p.m. at the fairground's farmers market. They are expecting the auction to bring in around $8,000.

“It makes me feel even better because they are helping me try to save this fairground," said Fairgrounds Manager Mary Groves.

For the fair to continue next year, at least $140,000 needs to be raised between now and next summer. Next year will be the fair’s 100th anniversary.

Medford School District's Board To Meet Over Labor Negotiations

The Medford School District's Board of Education is holding a meeting Friday morning, continuing talks on labor negotiations.
  
The executive session comes just days after the Medford Education Association filed an unfair labor practice complaint accusing the Medford School District of breaking the law.

The M.E.A. says the district signed an agreement saying they would add-cut school days back to the calendar, or restore concessions made by teachers to save the district money, once there was additional funding from the state.

But the M.E.A. says that hasn't happened.

Another mediation session is scheduled for next Wednesday, October 30.

Paper Applications For Cover Oregon

Shirley Anderson says her health was on the line, so she didn't waste her time when it came to applying for Cover Oregon.

"I have two per-existing health conditions so not having health care to me means not being able to buy medication or to see a specialist that Ive been refereed to."    

Anderson says she was aware of Cover Oregon's website malfunction so she filled out a paper application.


"I was one of the first people to sign up i was anticipating that the affordable health care act would go through and right now pretty much everyone in my family qualifies for OHP."       

"The paper application has always been available the only difference is that the portal hasn't been open yet so a lot of people don't know that they could just use the option of submitting the paper application."
 

Aracely Mesta works at La Clinica health care center in Phoenix she says the process is the same as if you'd apply online.   

"We need their socials, their ID's, as well as income information."    

Anderson says she got help in applying for the application at Oregon Action in Medford. She says  otherwise her life would be at risk.     

"If i didn't have the affordable care act I would be kind of making it through life without medicating myself for my health conditions which would cause them to slowly become wore eventually I would wind up having to do kidney dialysis."

Two Presumed Dead In House Fire Near Bonanza

Two women are presumed dead following a fire that burned a home near Bonanza.

Josh Hunt watched as the fire burned...He believes that his mother and her sister were killed in the fire...

"Came out, the house was on fire.  No idea what started it.  No idea what happened.  All we know is the house burned completely down, my mom and my aunt was in it - now they're dead."

"We have not confirmed that yet."  Cautions Kathy Longoria of Klamath County Fire District #5.  "We have been told by family that there is possibly two people in there, but we don't know that yet."

The fire broke out shortly before noon at the Teal Drive home of Patricia Hunt and Jeannie Wilson.

"We don't know what started it."  Notes Longoria.  "When I arrived, the back part of it was burning.  It's too hot now to get in and investigate."

The house is in a heavily forested area...wildland fire crews were called in to help keep the fire from spreading.

State Police have been called in to investigate the cause of the fire, and to recover any possible remains.

"We won't know that until it cools off."  Adds Kathy Longoria.  "And then we can actually go in and try a recovery."

Both of the women in the home were reportedly in poor health.

Semi flips of I-5 bridge

A semi truck flips off a bridge in Grants Pass... landing a wanted man in jail.

This was scene 2 a.m. Thursday morning at Grants Pass exit 58... *nats* hours later crews are still cleaning up this kang semi that flipped off I-5. "A truck climbed on the rail and fell over the bridge," says Oregon Department of Transportation worker Bill Long.

"It's a ball of wreckage. The trailers upside down," comments bystander Kim Kilmer. Her husband drove by the wreck shortly after it happened. "He goes, 'Don't try to go to work under the under pass, because you won't make it to work,'" continues Kilmer.

Bill Long says the truck, filled with 40 thousand pounds of frozen strawberries, was heading north when he's told the driver fell asleep, losing control of  the vehicle.

"It will take a good portion of the day [to clean up], plus more environmental cleanup because he spilled his oil diesel for hundreds of feet," says Long. Though he doesn't know exactly how much this accident will cost, he estimates it's in the thousands, especially considering the damage done to the off ramp guard rail.

The driver: 28 year old Parmjit Singh. Refused medical attention, that's when Oregon State Police got suspicious. Turns out Singh's a wanted man. The state of California had a warrant out for him for forgery. He was taken to Josephine County Jail. Despite that, Long - who's seen wrecks like this before - says it still be could the man's day, "He's very fortunate that he walked away."

Singh is cited with careless driving, driving uninsured, and failure to drive within a lane. Jail personnel tell us California declined to extradite the driver, so he was released.
