Klamath salmon: Siskiyou numbers update

The latest salmon run counts from the California Department of Fish and Wildlife video weirs are available, and preliminary numbers from the year's creel count suggest a much better year for fishermen than 2012.
According to weir data, the latest count of Chinook salmon on the Shasta River on Nov. 3 was 7,942, with the late-running Coho at 20 so far this year. The data show that the bulk of Coho returns in previous years occurred in late November.

ODOT Crews Ready for Winter Weather

MOUNT ASHLAND, Ore. — Only a couple of inches of snow is expected to fall near the Siskiyou Summit early Saturday morning, but some plows are already mounted to some of the Oregon Department of Transportation's big rigs. They'll be in the second year of a program that will let them use salt to clear up any slick spots. This in addition to a de-icer agent, all in an effort to keep I-5 open.

“It looks like we’re getting our first good dose of winter this weekend, so our crews are prepared. We’ve been getting prepared through the fall,” said Gary Leaming, ODOT representative

ODOT's goal is to keep times where chains are required, or there is a hold or delay on the summit, to a minimum. At the Siskiyou Summit, this will be the second year salt will be used at times when de-icer isn’t effective.

“It was anecdotally very effective last year in keeping those numbers of chain requirements and holds down and keeping people on the move,” said Leaming.

The crews behind the wheel of ODOT’s big rigs will have a year of experience with salt under their belt.

“The crews got more comfortable with it as the winter went on. For instance, they would apply it on the fast lane and  let it work, then plow it over to the slow lane and got double duty out of it that way,” said Leaming.

ODOT said it’s ready to go, and it hopes drivers are prepared too. Officials said this is the time of year to keep chains ready to go and to make sure cars are ready for winter driving. ODOT encourages anyone traveling this winter to visit their TripCheck website so they can know road conditions before they leave town.

More Sex Predators Arrested This Year

KikCENTRAL POINT, Ore. — The Southern Oregon High-Tech Crimes Task Force is catching more child sex predators this year than 2012.

Investigators arrested 10 people in connection with the sexual abuse of Southern Oregon children. The agency credits the partnerships between other law enforcement agencies and the use of better technology for the arrests.

This year, investigators are dealing with more “sextortion” cases with teens. Sextortion is when a suspect uses an inappropriate photo or video of a victim as leverage. Usually, investigators say teens send provocative photos to their boyfriend or girlfriend.

“Then, they break up. And for whatever reason, those pictures are disseminated and it goes into the wrong hands of a child predator,” explained Lt. Mike Anderson.

Investigators say parents should err on the side of caution when it comes to letting your child use online chat rooms and smartphone apps like Kik or Snapchat.

A New Approach to Mental Health

GRANTS PASS, Ore. – For four months, the dormitory at the Three Bridges program has been Preston Helgesen’s home and safe haven.

"I take medication for the voices," said Preston. "I hear it constantly. It’s, like, a struggle."

At 23 years old, Preston is trying to start a new life, along with 11 others suffering from similar mental conditions.

"Other people like this would be homeless, living under bridges, or ending up committing crimes and being in the criminal justice system," said Bob Lieberman, CEO of Kairos and head of the Three Bridges Program.

For these young adults, there’s no other place like this. Three Bridges is a nonprofit program created in partnership with the state. Most kids with symptoms this severe would be in a hospital or state institution. These kids get structure and immediate attention, along with the freedom to go out into the community and at a fraction of the cost.

"The cost of this program in terms of the general fund dollars to the state is significantly less than what the state hospital would be," said Lieberman. "Probably about 30-40 percent of what it would cost at the state hospital."

And this is just one part of a big push for mental health.

Southern Oregon is applying to become part of a statewide program called EASA, or Early Assessment and Support Alliance. The program identifies psychosis early on, making recovery a more attainable goal.

"For young adults who come into this program, if they have the early symptoms of psychosis, we can connect with the EASA program and help move them out of the institutional setting and back into their home community more quickly," said Lieberman.

That application hangs in limbo, but Lieberman says his program is quickly becoming a model nationwide, and having both would be even better.

And while there aren’t many out there like Preston, having the right treatment, he says, has finally given him control over his life.

"I see myself getting a job in the future, working, and possibly going to school," said Preston.

OSP Investigates Explosive Devices

REMOTEC F6BMEDFORD, Ore. – Investigating an explosive device like the one found at the Jackson County District Attorney’s Office is not uncommon for Oregon State Police. The departments deals with dozens of suspicious and explosive devices found across Southern Oregon.

This past year,  the department found about 10 suspicious devices, 19 explosive ones, five incendiary devices and over a dozen military explosives. The department seized hundreds of pounds of high-explosives and other equipment used to make those explosives go off.

OSP is not going into detail where these devices were found ,but to investigate them it takes a special team.  There are four people who make up the bomb squad. The investigators are required to get training with the FBI and do separate monthly trainings.

The bomb squad has a robot it can use during investigations called Remotec F6B, but it was not used during the investigation at the DA’s office.

A strong front is moving into northern Oregon at this time bringing rain, snow, wind and lowering snow levels. This system will hit the coast to the Cascades north of Crater Lake between 10 and midnight with rain and snow moving south overnight into tomorrow morning. The heaviest rain and snow will fall overnight into tomorrow morning with decreasing showers on Saturday. The main impacts of this storm will be at the higher terrain with heavy snow falling above 3,500 feet in the Cascades and heavy rain in the Coast Range with lighter accumulations for west and east side valleys. Travel over the higher Cascade passes including Lake of the Woods, Diamond Lake Summit, Greensprings Interchange and even Siskiyou Summit will be impacted due to snow and ice covered roads and reduced visibility due to gusty winds. A Wind Advisory is in effect for east Klamath, Lake and Modoc counties until 1pm Saturday with winds out of the west northwest of 30 to 40 mph and gusts anywhere from 40 to 55 mph.

North of Crater Lake we could see up to 6″ of snow, south of Crater Lake up to 4″ with even an inch or two possible over Siskiyou Summit and several inches at Mt. Ashland by Saturday evening. Through the day Saturday we’ll see decreasing shower activity with mainly only isolated showers for west and east side valleys and most afternoon showers only in the Cascades and Siskiyous.

Fog will return Sunday morning with areas of freezing valley fog Monday morning. The next storm system on our doorstep looks to arrive Tuesday into Wednesday bringing heavy rain and strong winds to all areas. This storm will tap into tropical moisture and thus rain totals will be higher due to high moisture content and mainly in the form of rain with snow levels remaining around 5,000 to 7,000 feet.

Police Ask For Tips in DA Office Bombing

DA bomb fridayMEDFORD, Ore. –     It was a much more quiet day at the Jackson County District Attorney’s office Friday. The scene has been cleared after Wednesday’s explosion. Medford Police said they are making progress, but still need the public’s help.

Medford Police said Friday they have received new information about the case, but said they are not releasing it to the public yet. Their main focus is gathering tips and information from the public to help piece together the events of Wednesday morning.

Thursday, police said they are looking for a black or dark colored two-door convertible that was seen speeding away on King Street shortly after the explosion. They don’t know if the driver is involved, but said they want to talk to that person.

As the case heads to the weekend, police say tips will help keep the trail warm.

"We need people to continue to provide us with information even if they think it’s not significant," said Medford Police Lt. Mike Budreau.  "Or if maybe they’re afraid to come forward, they’re apprehensive about being involved, they can be anonymous. We can work with them on all that stuff."

Roommate Charged with Manslaughter

Lopes, JohnMEDFORD, Ore. — On September 15th, Medford Police and Medical personnel responded to reports of an assault on Howard Avenue. The victim, Charles Puzak, was conscious and suffering from significant head injuries. The suspect, John Lopes, was arrested without incident at the time. The assault happened outside and had multiple witnesses. The investigation revealed that Lopes became upset with his roommate, Puzak, and punched and kicked him in the head and upper torso repeatedly. There was alcohol involved. Lopes was lodged in the Jackson County Jail for assault charges. A Grand Jury indicted Lopes on those charges on September 17th.

Puzak’s medical condition deteriorated while he was in the hospital, due to the severity of his head injuries, and on October 10th he died. The Jackson County Deputy Medical Examiner, Dr. James Olson, conducted an autopsy on Puzak and revealed his death was the result of  blunt head trauma, and the manner of death was ruled as homicide.

Yesterday, November 14th, the case was presented to a Grand Jury again and the Jury indicted Lopes for manslaughter. Lopes has remained in the Jackson County Jail since the incident with a $50,000 bail.

Samurai Sword Assault Suspect at Large

Samurai Sword Suspect At LargeNEAR GRANTS PASS, Ore. — Police officers are asking for the public’s help to find a suspect in a Friday morning Samurai sword assault in Josephine County. Preston James Sweaney, 23, is also wanted on other unrelated warrants. Sweaney has a felony drug-related warrant out of California and a misdemeanor warrant out of Curry County for his arrest.

Friday at 1:47 a.m., Oregon State Police (OSP) responded to Northwest Highland Avenue where officers found Sweaney’s brother Nathanial, 21, suffering from non-life-threatening sword wounds on his side and arm. Sweaney’s relative Christian Burnison also suffers injuries, but did not receive medical treatment.

Sweaney left the scene and police consider him to be dangerous. Police don’t want anyone to contact him. Instead, call OSP Southern Command Center dispatch at 800-442-2068 or 911 with any information indicating where he is.

Sweaney is a 5’9 weighing about 155 lbs. He has hazel eyes, a mohawk and a scar on his chin. Sweaney has multiple tattoos and was last seen without a shirt. He was wearing jeans with white rear pocket stitching as of Friday morning.

Searching For District Attorney Office Bomber

It was yellow leaves instead of yellow crime scene tape around the Jackson County District Attorney's office Friday.

"We've put in a lot of hours this week. This case at this point is our number one priority," said Lt. Mike Budreau.

In a press conference Thursday, Medford Police Chief Tim George shared photo's of two vehicles, one of which they believe was been involved in the bombing.

"We're looking for a smaller, newer type, black sports car with a convertible top. It's not necessarily a suspect vehicle but its certainly a witness vehicle," said George.

Police have been on the lookout for the vehicle since, but locating it is trickier than one would imagine.

"It's such a general description, we aren't pulling over every convertible sports car we see," said Budreau.

The police department has also been flooded with phone calls of possible leads.

While nothing has fallen into place yet, police are determined to put an end to the case and will be working until it's case closed.

'Batkid' Miles Scott calls Tulelake his home bat cave...

And teachers at his bat school have been working hard to keep the details of Miles' big day a secret.

Tulelake Kindergarten teacher Jennifer Baley says 'Batkid' Miles Scott knew something was going to happen...

"Miles was very well aware that he was going to be having a wish of becoming Batman.  He just didn't understand the scope, and how bit it was going to be."

The school has been keeping details of Miles' big day a secret.

But Principal Vanessa Jones says Miles' love for Batman is no secret...

"In preschool, he had some Batman costumes, and backpack, and some clothes - so he's liked super-heroes for a long time."

Keeping the secret got harder as the news went international.

"I read about it on the U.K. Daily Mail."  Notes Mrs. Baley.  "I showed him his picture on my iPad, and I read the first paragraph of the article, but I did not read the rest."

Now that the secret is out, students have been decorating the halls with 'Batkid' posters to welcome Miles home from his adventure in San Francisco.

"He's just your average little kindergartner."  Says Principal Jones.  "Just an awesome little dude."

"He's a great student."  Adds Jennifer Baley.  "He adds a lot to discussions, and he's just a special, special little boy."

And the villain may have been conquered...Miles Scott's leukemia is now in remission.

America Recycles Day

Today is 'America Recycles' Day...and 'Recycling' has been added to the 3 'R's' at an elementary school in Klamath Falls.

Recycling is a big deal at Peterson Elementary School.

Principal Jennifer Hawkins notes that Mrs. Hull's fifth grade class is taking a 'hands-on' approach...

"Their class has the official duty of going around the building, gathering up the recycling from each teacher, sorting through it, and making sure it gets out for pickup."

The class also has some good recycling tips:

"We can recycle paper, plastic, cardboard, things like cans, bottles."

"Before you recycle your milk cartons, you should wash them out with water."  "So that the liquid, or the substance does not get in the recycling, and contaminate that."

Ask an adult what you can recycle, and cannot."

"If you don't have room in your bin to put in recycling, give it to your neighbor to recycle."

"Well, if we didn't recycle, everything would be a disaster and there would be trash everywhere."

Waste Management District Manager Ben Hirengen notes that the recycling effort is expanding...

"We've increased recycling at this school, as well as many of the other ones in the area.  We've also expanded recycling to some schools that never had recycling opportunities before."

The district could also see some extra cash, as their garbage pickup demand lessens.

    Councilmembers from the cities of Corning and Red Bluff also arrived to discuss the declaration, although no formal action was taken.

    Supervisor Dennis Garton, District 1, said the informational meeting was a starting point.

    “It’s for the citizens to express their ideas and concerns in an open forum, both those for and against the potential movement,” Garton told the Daily News.

    When asked if he thought that objective was met, Garton said, “Yes.”

    The pitch

    The meeting opened with a recording of Mark Baird, president of the Jefferson Declaration Committee, during a speech in which he provided an overview of the secession movement’s goals and objectives. Baird was unable to attend the meeting as he had an engagement in Colorado.

    Tom Knorr, spokesman for the Tehama County Declaration Committee, followed the recording with a presentation detailing why Tehama should back the grassroots movement.

    “For the northern counties, voting matters very little,” Knorr said.

    His presentation referenced two major issues northern counties face in California: a the lack of representation in the Legislature and a lack of empathy for a rural way of life.

    “We’re all human, but rural communities enjoy quite a bit different lifestyle than the cities,” Knorr said, referencing gun laws as an example.

    “City folks don’t understand what we, the rural communities, need, and we likely don’t understand what the city needs – or we do understand and decided to move out of the cities.”

    Knorr said California’s more than $400 billion dollar debt and overregulation from the more than 570 state agencies were also reasons to start over.

    According to the presentation, benefits of a new state would include the ability to rewrite the state constitution, enable sheriffs as the only law enforcement entities and create a more business-friendly atmosphere.

    “Once we have 10 or more (counties), the people will take the next step in initiating the separation,” Knorr said.

    Siskiyou and Modoc counties have already approved declarations.

    Knorr’s presentation pointed out that 10 other counties are considering declarations: Glenn, Butte, Lassen, Shasta, Plumas, Tehama, Trinity, Del Norte, Humboldt and Mendocino.

    The Redding City Council voted against a declaration on Oct. 2.

    Stan Statham – former member of the California Assembly (1976-1994) who supported secession while in office – also spoke.

    He said that a future declaration would be “sending a message, not passing a law.”
