The wet weather will continue through much of today across the region as a front moves south and east today across the Northwest. Some good rain has fallen at the Coast and even Medford has seen a quarter of an inch so far. Rain totals will only go up from here. Snow levels are fairly high so mainly just Crater Lake is seeing snow. A few inches of snow fell there overnight and the webcam from Mt. Ashland is also showing snow on the ground. Snow levels will be around 6,500′ this afternoon and 1″-2″ of accumulation is possible above this. The showers will begin to taper off tomorrow morning from west to east. The Klamath Basin will see shower activity through the morning, but over Siskiyou County it will be for much of the day. West of the Cascades should stay mostly dry. All areas are seeing dry conditions by Thursday, but this will be the start of some very cold mornings following this system’s passing. City council held a study session Monday nigh exploring the idea of a city-wide ban. Ashland would become the first city in the southern Oregon to ban plastic bags. The move wouldn’t mean paper is the preferred choice. Shoppers would be encouraged to bring re-usable cloth bags. Several grocery stores in the city have already discontinued the option encouraging customers to bring in re-usable cloth bags. That is exactly what advocates for the ban are hoping for: an increase in the use of the reusable bags within the city. Environment Oregon is a group pushing for the move and representatives say more than 500 residents and 100 businesses have signed on in favor of the change. Some Ashland residents said they do like plastic bags because they are able to find other uses for them around the house. Environment Oregon says the average person uses about 500 plastic bags a year and Oregonians go through 1.7 billion bags annually. If drafted Monday night, a vote on the ordinance wouldn’t take place until about mid-January. If approved, Ashland would join Portland, Eugene and Corvallis with a plastic bag ban. The Affordable Care Act requires insurance plans to meet certain minimum standards, but that means insurance plans that do not meet those care requirements have to change. That’s resulted in some people receiving letters saying they’ll need to re-sign for higher coverage at higher prices. After receiving backlash for this development, President Obama said last week he wants people who are on those old plans to be able to keep them for another year. On Monday, Oregon set a deadline, saying insurance carriers need to notify members by November 29th whether they will extend their non-compliant plans. Lynnae McCoy of Central Point said she received notice in August that her plan would be changing, and that she would likely have to pay more. She says it’s just extra coverage she doesn’t need. "Honestly, I rolled my eyes,” said McCoy. ”I have this plan that I’m happy with, that I can afford, and it’s working for me, and I have to get a new plan that I possibly can’t afford, and other tax payers have to subsidize me? That didn’t make sense to me." What’s also complicating the whole situation are the continued technical problems with the healthcare.gov and Cover Oregon websites. The government has said that people whose plans do not meet the minimum requirements can often find better coverage and prices on the health exchange, but the Cover Oregon site still has not been able to sign up anyone. The explosion last Wednesday has caught the attention of Jackson County officials. For about 3 to 5 years, the D.A.'s office has been on the county’s list of projects to be upgraded with a whole new building and better security features. Now, they’re higher up on that list. "Any new building is going to have different features than this buildings. These buildings are older, just having us located in one situation, one building, you’d have a different floor plan, layout and so forth," said Jackson County District Attorney Beth Heckert. D.A. After a long meeting Monday, the rules advisory council decided, among other things, that dispensaries will likely have to abide by local zoning laws. According to medical marijuana advocates, that decision comes as little surprise. The state law already includes certain restrictions. For example, dispensaries can’t be placed within a thousand feet of each other or within a thousand feet of a school. Local advocates say they agree that cities should have zoning rights, but if cities try to ban them outright, there will be a legal fight ahead. "If they just try to do a de-facto moratorium of sorts, which is what they’re doing in this case, with a weak legal precedent, then I don’t see the logic behind that," said Alex Rogers, the CEO of Ashland Alternative Health. Medford isn’t the only city to make it clear that they don’t want dispensaries. They also say they’re prepared to seek litigation if they have to – one of the few things both sides seem to agree upon. The decisions made in Monday’s advisory council meeting aren’t necessarily final. There will likely be another meeting in February to continue ironing out this law. MADGE alleges one of them is a heroin dealer. Last week, investigators served a search warrant on a camper alongside a residence in the 100 block of Washington Street in Medford. The search warrant was based on a drug investigation surrounding the suspect, Dennis Lee. MADGE says when approached by investigators, Lee attempted to escape. He threw a cup of liquid in one investigators face and actively resisted being taken into custody. Officers utilized a Taser to take Lee into custody. The liquid is believed to have been an alcoholic beverage. The suspect had a 9mm handgun in his pants pocket at the time he was taken into custody. MADGE investigators located two grams of heroin, almost three ounces of marijuana, a small amount of methamphetamine, packaging, scales, and drug records during their search of the camper and the suspect. In addition, investigators located over $9,000 in US currency alleged to be proceeds from drug trafficking. MADGE says Lee is a convicted felon. A second suspect, Nicole Leann Hilkey, also lived in the camper at the residence. She was also arrested and taken into custody. Now, a group of power boat operators wants to see the ten mile an hour speed limit eliminated, so faster boats could use the lake. A hearing is planned in Medford next month to hear from interested parties about the proposed speed limit change. Some business owners with whom NewsWatch12 talked say they are in favor of changes that could lure more tourist traffic to the lake, but many local residents and anglers think it’s a bad idea. “If those people want to water ski, let them go to other lakes or whatever. But this is Oregon with high mountain lakes and that and it's not designed for water skiing. Providence Hospital is among those helping patients fill out paper applications. They say whether paper or online doesn’t matter to them as they just want to help people get insurance. The problem is that patients are calculating what they're going to get for subsidies online. When filing on paper, you could wait as long as 45 days to find out what you’re actually going to end up with. "The question is once you do your application process and turn it in, will that match what the information was that it gave you. That’s where the concerns come in," said Terry Hay Providence Medical Center. The idea of a bag ban isn't something new for the city. It's a slow day in the world of ashland retail. Holly Hight works at Rogue Valley Runners. The store currently only offers plastic bags but they do support a ban. Meaning that if a ban was passed, they would have to switch from plastic to paper or reusable tote. Making the switch can be a big financial cost for small businesses but it's something that Paddington Station decided to do nearly a decade ago. But as a business owner, Pam Hammond finds that she needs to be responsible for what her business is putting out into the world. If a ban were to take place, Ashland would be the first in southern Oregon. Kennedy was assassinated in Dallas, Texas. However, before he was killed he left his mark in Southern Oregon. While a half-century has passed since John F. Kennedy was assassinated, some people in Southern Oregon still feel like it happened yesterday. "I tell ya, I had one of the worst actual worst days of my life," said Wally Watkins, who in 1960 was Kennedy's driver in the Pear Blossom Parade. According to investigators, President Kennedy was shot and killed by Lee Harvey Oswald while riding in a motorcade through downtown Dallas on November 22, 1963. "He was coming down the street and my five year old boy and myself were by ourselves on the grass by Palmer Street and I asked Joe to wave to him and Joe waved and I waved at the man ( gets emotional) as he was waving back the shot rang out and he slumped down in the seat," recounted a witness back in 1963. However before he rode in the motorcade that would end in his death the influential man made a visit to the Rogue Valley. In 1960, when President Kennedy was a senator, he was in Southern Oregon for the Pear Blossom Festival where he rode down the streets in a brand new, white 1959 convertible Lincoln Continental. That year, he was the festival's Grand Marshal. From that visit came inspiration to open a JFK museum at the Medford Center. "It's a celebration of his life," said Joyce Hailicka, who showcases memorabilia in the museum. But it's his death and the shockingly public way it happened that people still remember so well that still hits home half a century later. | Watch Groups Patrolling Their Communities in Josephine County Posted: 18 Nov 2013 06:19 PM PST Author: RaeAnn Christensen In the last few months, a hit and run case which killed two men remains unsolved as does a murder where a man was found dead in the roadway.
Add to that an arson fire an a string of robberies.
Cave junction has it's hands full in terms of crime.
That's among the reasons that this community has become just the latest to start patrols with citizens.
"We are trying to be proactive instead of reactive," says Sam Nichols of Citizens Against Crime.
He organizers efforts in O'Brien and says it's working there.
"Ours has been so successful in 15 months to lowering the crime to almost zero," he says.
The Cave Junction Dick George neighborhood patrol group is hoping to help their area that seems to be prone to crime lately.
"If they did effectively patrol, I would project in 3 months that they would cut their crime rate 50%," says Nichols.
Sheriff Gil Gilbertson of the Josephine County Sheriff's Office is in support of the groups.
Especially since several failed tax levies have forced a cut to his department.
Gilbertson says "Safety in numbers as a collective group of people protecting each other is more likely to send that criminal somewhere else, isn't that what you want?"
But he supports only so long as these citizens follow the law.
He says "if they do what they law prescribes in terms of how much force you can use in given situations and so forth follow what's prescribed in Oregon statute you're going to be okay."
The Dick George group has a 10 person crew that are patrolling at various hours, sunset to sunrise, hoping to watch out for their neighbors when law enforcement lacks the resources to do it.
Not anyone can join these patrol groups.

Well it's no secret, high unemployment plagues our area. The Supplemental Nutrition Assistance Program, previously known as food stamps, Head Start and other important programs that help people have seen cuts. Understandably, it can be tough to find a bright spot. However, all week NBC 5 News will be giving you five tips you can do that experts say will increase your overall happiness. Today is day one. Tom Winmill who works at the Oak Knoll Golf Course in Ashland says he would consider himself a happy person. "Well I guess that I'm still alive has a lot to do with it. The area we live in, the person I live with [which is] my wife, my friends make it easy to be happy," said Winmill. Add to that golf, his hobby and a sport he enjoys...is his job. What is Happiness? Sure, Winmill says he's happy, but what exactly is happiness anyway? "At its basic, it's an emotion. It's a way that we feel but it's also a way of thinking [...] It's also a way of behaving. Happiness is a very multifaceted, complex phenomena," said Doug Smith, an Associate Professor of Psychology at Southern Oregon University who has studied happiness. Professor Smith is our happiness expert who we'll be referencing all week. He says happiness is subjective. It means only you know if you're happy. The Role Genes Play in Being Happy For Winmill, who works at a job he loves and sees himself as a naturally happy person... "For me, I think it's more genetic." But can someone be prewired for happiness? "I think the short answer to that is yes," said Smith. In fact, some research suggests genes determine up to 40% or 50% of a person's inherent happiness. "There are easy babies and there are difficult babies. I think some of us are maybe more satisfied, more compliant, more easygoing than others," Smith said. No "Happy Genes?" No Problem! However if you're not one of those people born with so-called "happy genes," not to worry. Professor Smith says there's lots of room for negotiation and change. "I think we are wired to be social creatures [...] that's a big sense of what contributes to our happiness." So if you're human, there's hope for happiness. Step One to be a Happier Person According to experts,one of the first steps to happiness is making a conscious choice to be happy. Smith says it's as simple as figuring out what you're good at. "For most of us we are very well equipped or well sensitized to recognize our weaknesses. We're kind of programmed, I don't do this right, I don't do that right. But I think recognizing your strengths is step number one," Smith said. According to Smith, what you're good at can easily translate into what you love to do. "Identify those things that you do well and that make you happy and do more of those things." For Winmill, one of the things he loves is of course golf. But he says that's not the only aspect of his job that he enjoys. "What makes me the happiest is if I can help somebody [...] give them a nice tee time, get them started, tell them how good it's going to be out there, wish them goodluck [...] and that brings me joy." The idea of serving others is definitely one other aspect of cultivating your own happiness that we'll address later this week.
