Plastic bags may soon be banned in Ashland as the city council continues the proposal this evening. 

According to supporters, over 500 citizens and 100 business have signed a petition support of the ban.

If approved, Ashland would be the first town in Southern Oregon to ban the use of plastic bags. Tonight's meeting is open to the public. It will be taking place in the Siskiyou room at 51 Winburn way at 5 pm tonight.

Two Injured in Small Plane Crash on Coast

Two people were injured when a small airplane crashed in the Oregon Dunes National Recreation Area Sunday afternoon.

The accident happened just after 2 west of Lakeside in Coos County near Winchester Bay.

Two people were taken to an area hospital, thier conditions are unknown but their injuries are not believed to be life threatening.

The Coos County Sheriff's Department would not comment on why the plane crashed.

An investigation is currently underway.

Skateboarder Hit By Vehicle

A Grants Pass Teenager is recovering in the hospital after he was struck by a vehicle while he was riding his skateboard.

The accident happened just before 3 Saturday afternoon.

Police say that the teen was riding his skateboard eastbound on Southeast L Street and failed to stop at the intersection of Southeast 9th street.

He was struck by an 84 year old driver.

Witnesses tell police the teen was on his cell phone at the time of the accident.

He was transported to Three Rivers Medical Center with non-life threatening injuries.

The driver was not cited but the teen was issued a citation for possession of less than an ounce of marijuana.

Rain Showers Move in Later Today

WEATHER DISCUSSION

An area of low pressure and trailing front will move eastward today. This will bring rain showers to the Coast around lunchtime, and rain into this evening. Inland, the showers will not begin until late afternoon. With the rain will come the winds — a high wind warning is currently in place through 10pm this evening for the Coastline and a gale warning for the coastal waters. The Klamath Basin will also see breezy winds this afternoon and evening.

This event will be primarily rain and mainly just Crater Lake will see snow into this evening. Snow levels will be around 5,500′ so above this expect about 1″ of snow. Snow levels aren’t expected to drop much through the overnight hours and will be around 5,000′ tomorrow morning. Through the overnight hours the rain and snow will be ongoing, and with the cooler temperatures overnight, between 2″ & 3″ of snow could accumulate in the higher elevations.

Another front will follow Tuesday which will help to keep moisture and widespread shower activity throughout Tuesday as well. In the Valley this will be more shower activity whereas elsewhere it will be more consistent. By Wednesday morning, a few lingering showers will continue to bring some rain to Siskiyou County and the Klamath Basin. Quiet weather will settle into the Northwest by Thursday and remain in place through the weekend.

Discussion Continues on Dispensary Laws

MEDFORD, Ore. – As the state prepares to legalize medical marijuana dispensaries, some cities are fighting back. Medford and Tualatin both plan to try and stop dispensaries within city limits. Now, Rules Advisory Committee members are debating how to respond.

Monday, the Rules Advisory Committee that forms dispensary laws will discuss, among other things, what the regulations will be for cities like Medford that do not want dispensaries within city limits.

It’s an issue that has local advocates worried.

"It’s our right as citizens to open a state sanctioned business that runs according to rules and regulations just like a pharmacy does," said Tim Shoeneberg, owner of the Southern Oregon Community Center and Clinics. "We have the right to do that."

Multiple Medford city councilmembers confirmed they’re prepared to go as far as seeking litigation to defend their ability to deny business licenses to dispensaries in the city on the grounds that marijuana is federally banned.

But the US Department of Justice released a memo in August saying that federal prosecution against state laws isn't a priority. According to the memo, "enforcement of state law by state and local law enforcement… Should remain the primary means of addressing marijuana-related activity."

While the Department of Justice still has the authority to intervene, it will also allow states like Washington and Colorado to legalize recreational marijuana.

The condition is that states regulate it properly, but advocates say that’s exactly what they’re trying to do.

"It’s bothersome that this industry has been targeted and demonized, so to say, because of its past," said Shoeneberg.

The Rules Advisory Committee meets in Salem at 9:00am Monday.

WEATHER DISCUSSION

A serious of storm systems is going to bring rain and gusty winds to the region beginning Monday afternoon through Wednesday. This next storm system will be taping into tropical moisture which means snow levels will remain high, between 6,000 and 7,000 feet, and there will be plenty of moisture to bring heavy rains. The hardest hit areas will be the coast, coast range and Cascades with lighter accumulations on the east side and west side valleys. That said, since there will be several round of energy bringing rain all areas will be able to pick up ample rain into Wednesday. Periods of heavy rain at times are possible, especially for west side areas.

Winds will also be increasing into the overnight hours Monday and during the day Tuesday with gusts up to 45 mph possible at the coast, ridges and east side. Since snow levels will remain high there will be minimal winter weather impacts, through Crater Lake, Mt. Ashland and Mt. Shasta could pick up several inches of snow by Wednesday. Snow levels Wednesday will be quite a bit lower closer to 4,000 feet overnight, but any precipitation left over will bring only light showers.

Thursday into the weekend we’ll return to morning valley fog and increasing sunshine during the afternoons. Temperatures in the overnight hours will be some of the coldest of the season so far with our first freeze in Medford likely.

Oregon Looks into Liquor Law Reform

MEDFORD, Ore. — Regulators want state lawmakers to modernize the liquor control system currently in place.

While the current system in place benefits local liquor distillers and distributors, liquor store owners said the current regulations are strangling business, and grocers want to add spirits to their shelves.

On Friday, the commission was given the go-ahead to explore three new paths for liquor regulation reform. One of those paths would allow liquor to be sold at grocers.

The hybrid model would keep the current state liquor system, but allow grocery stores at least 10,000 feet to stock spirits. The current state liquor system would stay in place, and restaurants and bars would buy from liquor stores.

Another approach involves privatization of liquor sales.  This would involve scrapping the current system and allowing private market distributors to sell liquor to anyone with a license.

Lastly, small tweaks to the current laws would be made, which would improve compensation for liquor stores and boost web presence and online sales. Currently, liquor store owners only receive an 8.8 percent cut of liquor sales.

"So at some point and time no matter how much more liquor they sell they can’t make any more money," said OLCC Chairman, Rob Patridge."We have to change that system around… incentivize them so we can continue to optimize revenue, and they can continue to invest and put those liquor stores in the locations customers need them."

Patridge said the hybrid model of allowing liquor sales in grocery stores would work best.  He said this would increase revenue and make liquor more convenient.

November is Prime Deer Collision Season

deer buckASHLAND, Ore. — It’s that time of year when you need to watch out for wildlife on the road, especially deer. Mid-October through December is prime time for deer vehicle collisions.

This time of year is reproductive and migration season for deer and other wildlife; therefore, there are more of them and they are on the move.

According to O-DOT, wildlife involved crashes have been on the rise in Oregon. Last year, O-DOT receive reports of 1,283 crashes, up from 1,199 in 2011 and 30% higher than the number reported in 2007.

Ashland Police say, so far, they have not seen an increase. Only two deer vehicle accidents have been reported in the past two months. They credit the low speed limits for the low amount of collisions.

"With 15 though the parks and 35 heading out of town, that’s the highest we get so it gives drivers a lot of reaction time to react if a deer runs in front of them," explained Sgt. Theron Hull.

Police say to avoid wildlife collisions, stay vigilant and do not swerve. Swerving increases the likelihood of a more serious accident.

Demonstrators Rally for Plastic Bag Ban

PLASTICASHLAND, Ore. — Protesters in Ashland are planning a demonstration to ban plastic bags in the city.

According to Environment Oregon, more than one point seven billion plastic bags are used every year statewide; that’s about 500 plastic bags a person.

Supporters of the ban say the bags are environmentally unsafe, and only a citywide ban will keep them from doing harm.

"Even if we educated 100% of the populace, people would still be using plastic bags. So I think it is important for us to actually put a ban on plastic bags so that the businesses will stop providing it, and then the consumers will follow suit," said Shaun Frank, an SOU student activist.

Plastic bags are already banned in Portland, Eugene, and Corvallis. Supporters say they hope to convince Ashland City Council to draft a similar ordinance. The demonstration is scheduled for Monday night’s council meeting.

The Siskiyou Family YMCA of Yreka Ugly Christmas Sweater Run is set for Dec. 14.
The event features a 2 mile run/walk or a 5 mile run.
The race starts at 9 a.m. at the Siskiyou Family YMCA, located at 350 N. Foothill Dr. Race day registration begins at 8 a.m. An awards ceremony and hot beverages will follow the run.
