WEATHER DISCUSSION
Yesterday's system has now exited the region, leaving widespread fog this morning from the Coast to the Basin. Gradual clearing through the first half of the day will lead to mostly sunny skies by the afternoon, even for the Coastline.
Come Thursday, another round of fog is anticipated by the morning with clouds hanging around through much of the day as another weak disturbance pushes in from the West. This will bring isolated showers to the region by late afternoon and early evening.
Friday will start off dry, but cloud cover will be on the rise through the course of the day. Friday evening scattered rain and snow showers will develop as snow levels drop to 4,000′ through the overnight hours. Scattered showers will continue through much of Saturday at this point. With a cooler air mass moving in, snow levels are expected to drop even further to 3,000′ by Saturday evening. This will lead to travel impacts late Saturday in the higher passes with snow showers tapering off into the overnight hours.
By Sunday, the wet weather comes to an end and a drier air mass moves into the Northwest.

MEDFORD, Ore. — Police responded to an explosion at the District Attorney's office on West 10th Street in Medford early this morning. Medford Police are telling us it was a homemade bomb made out of a propane tank. The bomb itself did not go off, only the detonator, which caused the loud boom and a small fire. The D.A.'s office has damage but no injuries have been reported. Medford Police say if the bomb had gone off, it would have been much worse.
A male was seen fleeing the scene dressed in black and carrying a flashlight, Police have set up a perimeter around the area. Right now there are road closures around the area. Mistletoe between 8th and 10th Street are closed and Laurel between 4th and 10th are closed as well.
We have a reporter on scene and will continue to bring you the most up-to-date information as it becomes available.

bradley monicalOREGON CITY, Ore.,  – U.S. Marshals arrested an escaped inmate a year after Jackson County Sheriff Mike Winters vowed to put the man back behind bars. Clackamas County authorities say Bradley Monical was taken into custody outside of Oregon City without incident.  Monical was transferred to the Multnomah County Jail on several outstanding warrants.

November 19, 2012 Monical slipped out of third floor rec room, climbed across the roof, jumped 15 feet onto a tree, and shimmied down to freedom.His escape from the Jackson County Jail was the first successful jailbreak since the 1980′s.  At the time, Sheriff Mike Winters dedicated several resources from the Sheriff's Office to finding Monical, including a $6,000 reward.
Monical was originally arrested for robbery charges and was awaiting trial for a bank robbery in Ashland.

GRANTS PASS, Ore. — Since Typhoon Haiyan hit the Philippines last week, the only thing on the mind of Dorina Bates- Dereus is her family.
"I've been checking my Facebook, I've been calling I stay up until 1a.m. to try to figure out. I've called the Philippines, all the numbers I have in my phone and I can't get ahold of one," said Bates-Dereus.
Her parents and five sisters and a brother live in the Philippines and were right in the path of the typhoon. She last spoke to them the day before the giant storm hit and vividly remembers what her brother in law and mother were saying.
"He said 'The wind is so hard' and I lost him. Then I called my mother and she said 'We can't get out of the house because of how hard the wind is,'" said Bates-Dereus.
She has a niece who lives near a town where some of her family lives. Her niece said she heard the family was safe, but Bates-Dereus said she will not feel relieved until she knows for sure they escaped the worst of the storm. Every time she turns on the television or goes on the internet, the images of destruction reminds her of the odds.
"My two sisters live with my mom and dad, but I heard that most of the houses where my mom lives are gone" said Bates-Dereus.
And until she gets a phone call, email or, anything, Bates-Dereus is left wondering.
"I don't know if they don't have food, I don't know if they have roofs right now over their head," said Bates-Dereus.

MEDFORD, Ore. — Efforts by police are reducing the number of marijuana-related crimes in Southern Oregon, but officers say those numbers can change quickly.
For the past several years, Southern Oregon has been a hotbed for marijuana and federal enforcement. Several marijuana raids at large scale farms were meant to slow down the sale of pot across state lines.
Police know that Southern Oregon is marijuana country. At this time of year, the Medford Area Drug and Gang Enforcement Team gets 10 calls a day as marijuana is harvested.
"It's the season when MADGE starts getting a lot of complaints from neighbors. We're seeing a lot of complaints about the odor, the traffic," said Medford Police Lt. Brett Johnson.
But a chronic problem is going down, slightly.
"Looks like we're down about 20% in Marijuana crimes and citations," said Medford Police Lt. Brett Johnson.
From 2011 to 2012, Medford Police say there were 693 marijuana-related charges, from possession to sale. From 2012 to 2013, that number dropped to 532 charges. The drop coincided with DEA raids on several large marijuana farms in Jackson County, and busts at other grow operations.
"We're seeing a lot less of what we call the super grows, the 100 plus super grows that were trending for some time," said Lt. Johnson. "We do see an ebb and flow of the numbers at times. We're still seeing plenty of marijuana, there's no shortage in the Rogue Valley, that's for sure."
What Jackson County does see is Mexican cartel operations on forest lands. Where criminals grow vast numbers of plants, and will protect them violently. Jackson County has teamed with other agencies across Southern Oregon to eradicate the grow sites and the number of plants they have encountered has also gone down in recent years. They say that helps stop illegal marijuana from being shipped out of the state.
"Most of them are from out of the area, they move up here, they have their grows, if they're able to harvest it, they take it out of the area," said Lt. Matt Thomson with the Jackson County Sheriff's Office.
They say those cartel grows can be dangerous and if anyone notices anything, it needs to be reported right away.
"We rely on a lot of hunters that are out there in the woods, that if they see anything suspicious, that they give us a call," said Lt. Thomson.
The number of people arrested for marijuana-related crimes has also gone down in the past year by about 130, but police say they tend to see this ebb and flow of numbers as laws and ordinances change.

MEDFORD, Ore. — The video of an unknown man with a child is circulating across child pornography websites. The National Center for Missing and Exploited Children caught this video back in April.
The man in the video refers to himself as "Jimmy". He's a Caucasian man in his 40′s to 50′s, with baldness on the back of his head, and a ring on his right finger. Additional images relevant to the investigation include a plaid chair and the inside of a residence which may be recognized by someone who knows the subject or the victim.
The Southern Oregon High-Tech Crimes Task Force says the public's help is critical in helping to identify sex predators. Photos released from the video can hopefully be a clue to someone who may recognize it and eventually catch the offender.
"As in the case in the Pacific Northwest, a soda cup from a local northwest burger shop is going to be identified and be able to save a child," said Lt. Mike Anderson with Southern Oregon High-Tech Crimes.
The task force has a similar database it uses like the FBI. The Child Victim Identification Program or C-VIP can clean up the images of videos with exploited children so it can be released to law enforcement agencies and the public.

NEAR APPLEGATE LAKE, Ore. — Two years after contractors finished cleanup on a toxic historic copper mine near the Oregon border, Forest Service managers say the project appears to be working.
A $15 million effort to clean up the Blue Ledge copper mine involved removing tons of old tailings and cleaning up water runoff from the diggings. In addition to placing limestone-laced catch basins below the old mine, native plants were planted to stabilize steep slopes nearby.
"It was a five year contract with removal action contractor, ERRG out of California, and so they had following the removal, they have until May of 2015 to follow through with the monitoring and uh, maintenance at the site. After that it will be taken over by the EPA," explained Pete Jones with the U.S. Forest Service.
The Environmental Protection Agency currently has several solar-powered monitoring stations sampling water above and below the old Blue Ledge Mine. Pete Jones says already fish are coming up into streams where they have not been seen for almost a hundred years.

The Yreka Lady Miners volleyball team earned a convincing three set win in a first round home playoff match on Tuesday.
Yreka, the No. 8 seed, handily defeated the Colusa RedHawks, the No. 9 seed, 25-7, 25-9, 25-17 in the Northern Section Division 4 playoff match.
Justine Cota led Yreka with 13 kills while Ashley Ensminger had 12 kills.
The Lady Miners improved to 22-16-1 overall while Coulsa ended the season at 11-18.

The Yreka High Miners baseball team is offering a winter camp for kids from 3rd to 8th grade next month.
The camp will held on Saturdays on Dec. 7, 14, and 21 at the small gym at the high school and surrounding fields. The cost is $25 per session, or $65 for all three sessions.

BREAKING NEWS: Explosion At JaCo District Attorneys Office

Medford, Ore.

For updates:

Update (8:35am 11/13/13): Courts will be closed until noon as a result of the explosion at the District Attorneys office. Police are calling the damage "extensive" after a "targeted" attack. A homemade explosive device detonated shattering windows.

No motive, no suspect or suspects in custody at this time. ATF, FBI and police investigating.

Area around West 10th street and Laurel Street are closed and will be for several more hours.


An explosion at the District Attorneys office in Medford was reported around 4:30 am. Police have confirmed there was in fact an explosion, they are not giving damage estimates.

At this time we know that one improvised explosive device, either on or next to a propane tank, did in fact detonate.

We are told windows shattered and there may be another device as well. Police continue combing the scene and looking for a suspect.

Are Jails Replacing Asylums in Jackson County?

In Oregon, a review by the Wall Street Journal found that more than half of the state's inmates suffer from some type of mental health issue.

"A lot of people end up in jail because they have a mental illness not necessarily because they are a danger," says Lt. Dan Penland of the Jackson County Sheriff's Office.

It's becoming so common that Jackson County has started training their officers how to respond to a mentally ill inmate.

Lt. Penland says "it's learning how to deal with mental illness in different situations, on patrol, in the jail because a lot of officers haven't been exposed to that."

A new community program called Compass House here in Jackson County is hoping to help.

"With state hospitals really not being that operational, jail and prison really only becomes the only other avenue we have for somebody. We recognize that it's a revolving door and we want to try to stop that statistic from happening," says Matthew Vorderstrasse, Program Specialist of the Compass House.

The clubhouse is a nonprofit organization that helps those  suffering with mental illness.

Vorderstrasse says "they are engaged in a positive environment, they have a place that is safe for them to go to. They begin to develop a program of living that is healthy to them."

A healthier life that will hopefully help keep them from behind bars.

The Compass House program, established through Jackson County Mental Health is already starting to accept members.

But they are looking for a permanent facility and  expect to be fully up and running in early 2014.

Klamath County Veterans Court Hits Three Year Mark

Oregon's first veterans court is celebrating a 3 year anniversary today.

A.J. Davis graduated from Klamath County's veterans court today...

"I never had to go to any kind of court before - so I didn't know what to expect.  But veterans court has been a blessing."

The veterans court strives to provide treatment, instead of punishment...But, veterans court is not a 'get out of jail free' card. 

The vets must plead 'guilty' to their charges, and accept the terms of their treatment.

Klamath County Circuit Court Judge Marci Adkisson notes that not all violations are eligible...

"Sex offenses are one, measure 11's are another.  Pretty much after that we'll work with almost anybody if they are willing to be part of the program."

When the program began 3 years ago, organizers hoped to reduce the number of repeat offenders to 15%.

"It looks like we're on track."  Says Klamath County Treatment Court Coordinator Steve Tillson.  "So far, none of our program graduates have committed a new offense."

So far, 25 people have graduated from veterans court...and Judge Adkisson says she's pleased...

"When I drive into Klamath County, it says:  'Klamath - we honor veterans'  We really do honor veterans."

A.J. Davis showed her gratitude to the court by making a quilt...

"It's just been a great experience."

There are currently about 3 dozen vets on the veterans court docket.

Klamath County's veterans court was the first of its kind in Oregon.

Veterans courts have since been established in Lane, and Marion counties.

Several questions were recently put to Mark Baird asking for answers on our reasoning why we desire to separate into a 51st state. It is easy enough to figure out the questions, so here are Mark's responses.

The State of Jefferson has nothing to do with social justice.  

Social justice is a utopian myth created by Karl Marx and Joseph Engels.  Social Justice as applied to government, is a tool used by very powerful, and usually very wealthy individuals, to control large populations.  I have in my career, travelled the world.  I have seen socialism and communism fail in every single instance.  Tens of millions of human beings have suffered and died under the banner of social justice.    The failure of wealth redistribution is a very long story.  Too long for an email.  If you are really interested in the truth about the failure of social justice, we can speak of this, perhaps another time.

Our movement is for representation, guaranteed us under Article Four, Section 4 of the United States Constitution.

The United States of America is unique in the world for ONE reason.  Certain recognitions were made by our Founders.  Certain "truths", which became the basis of our government.  Our experiment in Constitutional Republic, changed the world forever.  These " self evident" truths are that all men, are created equal and are endowed by their creator, with certain inalienable rights.  Among, (not limited to, but only some of), those rights are Life, liberty, and the pursuit of Happiness. 

 

Freedom and Liberty are not the same.  

In order to secure our Liberties, we traded some of our freedom, to government.  In effect, we traded a portion of the right to do whatever we want, whenever we want, in order to provide a mechanism, (government), for  defense of the Liberties we hold most dear.  Our "deal" with government is that there are some things the people will allow, however government must recognize and be held accountable for one fact.  Government derives all of its "just" power only by consent of the governed.

 

The above paragraph boils down to representation.  We need no permission from government to conduct our lives.  We do need representation, however, to ensure that government does not reach into areas in which, government has no jurisdiction.  We need representation, to ensure that the monies for which we are taxed, are used, not only to good purpose, but also used as the people who work for, and pay those taxes wish them to be spent.  Remember the old saying, " no taxation without representation"?

Government is power, nothing more.  Absolute power, corrupts absolutely.  Representation is the only check on that power. 

 

We, in rural northern California have no effective representation.  The Supreme Court saw to this in 1965. We had representation by County for the State Senate, and representation by population in the State Assembly.  This is also a long story, which began with the original 13 Colonies.  Once again, of you are really interested in the truth, we can speak further, in another venue.  

Suffice it to say, that the Federal model of government allows representation by area, no matter how small or how sparsely with the United States Senate.  Two Senators for each State regardless of size or population.  California, along with many other states had a Federal model of government until 1965.  Yet the Supreme Court stepped into what one Justice referred to as " the political thicket", when they acted to deny this right to the several states, even though it was the model of government expressly spelled out in our Constitution.

Los Angeles, now has around thirty representatives.  The northern third of California has three!

Each State Assembly person represents 450,000 people.  Each State Senator, represents 950,000 people.  George Washington said, "One representative for each thirty thousand people is Liberty.  One representative for each forty thousand is tyranny."

Since the United States Supreme Court has decided to legislate voting districts, the only viable avenue to regain representation for Rural Northern California, is to split the state into a division which will adequately represent the needs, the wishes, the culture, and the Liberty of its people.

 

The only other way to guarantee representation to the people of Jefferson, is a return to the Federal model of government.  Overturn the Sims vs Reynolds decision.  We will probably try to do that too.

The movement is apolitical.  It has nothing to do with parties, or with issues.  We have the right to representation.  We have the duty and the responsibility to institute forms of government which fulfill their obligations to the people whom they serve.
